Leslie SchultzExecutive Director Founder, Ex-Officio Board Member
Leslie is the Founder of SOAR and served as the President of the board from 2013 - 2021. She currently serves as the Executive Director. A longtime human services professional, Leslie has worked in Frederick County’s senior services industry since 2000. She is the current Chair of the Aging Network Alliance, past member of the Frederick County Commission on Aging, past Chair of the Elder Expo. She has also volunteered her time with the Alzheimer’s Association’s Memory Walk and Gala committees. She has a passion for working with and for older adults and strives to be a vehicle for change in the senior industry.

Stephanie McGovernProgram CoordinatorStephanie oversees all the food-related programs, medical equipment, and also serves as our Volunteer Coordinator. She began with SOAR after initially spending a year as a volunteer. Stephanie holds a Master's Degree in Education and has a passion for serving the seniors in our community. Prior to working with SOAR, Stephanie was a stay-at-home mom and homeschooled her four children. She and her husband have lived in Frederick for 30 years.

Patty ChopasProgram CoordinatorI first met Leslie and was immediately struck by her passion for serving seniors and the meaningful work SOAR is doing in the Frederick community. Inspired by that mission, I joined the volunteer shopping program in 2025. Having lived in Frederick for the past 10 years and worked in healthcare serving seniors throughout that time, I have developed a deep commitment to supporting older adults. Through my volunteer experience, I was grateful for the opportunity to join the SOAR staff, where I now continue that work in an even greater capacity. I am truly excited to serve the Frederick community alongside such a dedicated team. Outside of work, I am a proud mom and grandmother who cherishes time spent with family and friends.

Maggie ClingmanDevelopment CoordinatorMaggie serves as the Development Coordinator, bringing a strong commitment to strengthening resources through supporting development, fundraising, and grant acquisition for SOAR. She enjoys working in the nonprofit sector and is dedicated to supporting seniors in need. Her work focuses on assisting with securing essential funding to ensure that SOAR’s vital programs continue to serve those in Frederick County who rely on them.
